Can't boot into Windows 10 after update

On startup, Windows looks like it's trying to finish the install of the new Windows update. I get the circling dots, then a very quick black command prompt screen (doesn't look like anything is written in it) and then the computer restarts. This loops until I stop it and get into the repair options.

Startup Repair fails to fix the issue. I have 2 restore points that are over 3 months old, but neither work.
I have booted into a command prompt and tried all bootrec options: /fixmbr, /fixboot, /scanos, /rebuildbcd
I've run sfc /scannow /offwindir=e:\windows /offbootdir=e:\

The only thing in SrtTrail.txt is the following:
Boot critical file D:\Windows\system32\drivers\N360x64\160A000.055\SymELAM.sys is corrupt.

Repair action: File repair

Using Hiren's, I can see and copy off all the user data. The structure looks intact.

Other than reinstalling, any other ideas?
 


When I got to that subdirectory, it is now something different. I went ahead and changed the filename anyway to no avail. I've read this is a Norton Antivirus file and really shouldn't be causing Windows to not load. Thanks for the suggestions though.
