Question Cant boot into windows, black screen with static

Got my new computer 1 week ago brand new.
i9 - 14900k
rtx 4090

When i first got it it never showed the splash screen, it always just showed a black screen with static for a couple of seconds.
Now my PC wont boot at all and its just the black screen with static on it

Things ive tried
- Resetting cmos with button on the back of the motherboard and taking out the battery
- Changed power cable and power outlet on a different circuit
- Took out all cables except the monitor cable
- Tried HDMI instead of displayport
- Tried only one monitor
- Tried taking out power cord and pressing button for 30 seconds
- Tried taking out power cord and waiting for 10 minutes
- Tried pulling one ram stick at the time out to see if that fixed it

Still the same when i boot it up, tried waiting for one hour now but still the same screen.
Light on the motherboard is green on "Boot"
 
Remove graphics card from system and try booting using integrated graphics.

What model motherboard is it?
Does it have any diagnostic leds? or port 80 indicator?

It has Q-LED diagnostic LEDs (upper right corner of the board).
CPU - red,​
DRAM - yellow​
VGA - white​
BOOT -green​
Components passing POST will clear their respective LEDs.
Any LED lights remaining will signal about possible issue.
The Only light is green on boot, everything Else clears

So POST has passed. Your pc is waiting for boot into OS.

Try switching inputs on monitor with buttons on monitor.
If those do not work, then I suspect your monitor has failed.
Try with a different monitor.

Can you show a photo of this "black screen with static on it"?
