[SOLVED] Can't boot sometimes, DRAM light on

CPU: Ryzen 7 3700x
Motherboard: ASUS B550-I
Ram: Corsair Vengeance LPX (2x8) 16GB DDR4 @ 3200 C16
SSD/HDD: Crucial 1TB NVMe M.2
GPU: RTX 2060 Super founders edition
PSU: Corsair SF600 Platinum
Chassis: NCase M1
OS: Windows 10

Completely new parts and boots correctly most of the time, but there are some occasions (maybe once every 3 or 4 startups) where the DRAM error light on the motherboard will light up and the system won't boot. The GPU fans are pinned at 100% and don't spin back down like during a normal boot sequence. The computer boots normally after I turn it off and back on. It has happened after shutdown and restarts. I've enabled DOCP but haven't made any changes to the memory timings.

The only troubleshooting I've attempted is to reseat the RAM, which hasn't seemed to help.

There don't seem to be any issues during use/under load after it boots correctly into Windows.

This is an issue you might have to get someone to look at but try to restore defaults for the motherboard and check the ram is in the recommended slots and maybe reinstalling windows try reseating your gpu and if that doesn’t work try to undo all over clocks to your system and add a slight over clock to the ram voltage. and if that doesn’t work you might have to flash a new bios on to the mobo if all that doesn’t work or you don’t feel comfortable doing something just take it to an expert.
