Question Can't boot to Windows

Hello,

My Ryzen PC stopped booting up. It is stuck on the ROG (Motherboard brand) logo on start. BIOS hotkeys do nothing, no keyboard button does anything to note that I have tried. CMOS battery has been taken out and put back in. RAM sticks are seated properly and both tested alone with both getting to the same screen and all lights showing. GPU spins and has no damage. CPU seated properly with adequate paste. GPU, CPU and Motherboard are quite new. I cannot even get to Windows to troubleshoot or select safe mode. Motherboard lights go through the checks and come up green every attempt.

What should I do?

It only happened after installing Kaspersky from the official site.

(The pc just came out of PC World's repairs and worked fine for a single day)
