Can't boot up new build. Error "60" - DXE Core is started.

I just recently put together a new build, but can't get it started up. I have RAM Dimms in the slots according to the manual in slots 1, 3, 4, 5, 7, 8. With all the RAM installed the motherboard just beeps (added a speaker not included with the board) and lights up with "60" on the debug panel. The book says that means "DXE Core is started." What the heck does that mean? All the fans run and after a couple of seconds the system restarts and repeats. No visuals on screen.

I tried removing all the RAM and trying each Dimm seperately in different combinations. I get this same result when any Dimm is added to the channels right of the CPU. If I only have RAM installed in the left channels I get a different result.
There are no beeps but the debug panel cycles through different codes. Not sure if this is normal since I've never used this mobo before.

It skips from 60, 60, 51, 91, 4F, 79, 91, 62, 64. Once it hits 64 it stays on it for half a second then shutsdown and boots itself up after a minute then repeats. On the screen I can see the Gigabyte boot screen and then it restarts.

Anyone have any idea how to fix this. Do I have to get RMA my mobo cause that sounds like a pain in the ass. Especially since I had to rewire this thing already since my case wouldn't close the first time. My wiring was a mess.

Solution
The 4th motherboard works with no problems thankfully. Had to remove the NZXT Aperture M Card Reader which was preventing everything from booting. That's also what probably fried the USB I/O on the last board. Now I just need to get a new card reader and replace the bad RAM.

Yeah, I get the different errors on the left and right but the same for each channel on those.

On the right channels I get the "60" error. On the left channels I get the numbers that rundown and then it resets itself when it gets the GIgabyte splash screen.
 


Checked the pins, they were fine.
I returned the board and got a new one. Same error but when I add ram to the left channels.
Still getting error "60" which is "DXE Core is started. Or it's "B0" which is "Runtime AP installation begins". It's the same of the image above. What the heck to either of those mean?
Am I just getting bad boards? Should I return this one for a new one too?
 


With only the CPU and Cooler, I get error "53" = "Memory initialization error occurs." which it should be. I tried it with the RAM in and no video cards and still got "60" or "b0" (the same issue I've been having. Going to swap this board out with a new one.
 
Ok, so it turns out there was 1 RAM chip that was bad. So that issue is resolved, but of coarse it doesn't end there.
Now the computer begins to boot, gets to the Gigabyte screen beeps and restarts after displaying "A2" error on the board.
A2 is "Detect and install all currently connected IDE devices." Why IDE is still an option in BIOS for boards with no IDE slots is beyond me. Should be an easy fix in changing the option in the BIOS, right? Too bad I can't get to the BIOS. No matter what I hit on my keyboard, I can't boot into the BIOS. Tried USB, tried a PS2 to USB adapter. Tried the on motherboard boot to BIOS button. Nothing works. Just stuck in an endless loop of the machine restarting while looking for obsolete technology and being locked out of the settings to fix it.
 


Corsair H100i. I believe it's connected correctly, this is the first time using a water cooler.It seems pretty cool in the case but I don't think it would heat up that quickly when I first start up. And would that prevent me from entering the BIOS?

 
So I tried booting up with only 1 GPU and disconnected the BD-RW and DVD-RW and card reader. Got to boot into the bios and fixed the drive type so it's not looking for IDE anymore. Added anything and couldn't boot again. Turns out if I had anything plugged into the USB2 I/O slot it would short. Same result from the card reader and cooler plugged in. Time to get a new mobo again. Hopefully board #4 is fine.

I had the same problem with my new Gigabyte GA-X99-UD5 Wifi board and while looking for help on the internet I found this:

The procedure described solved the problem totally. Now my computer works perfectly. In short: it was a bios problem and it should be flashed. The link above describes it very well.

Bad though that Gigabyte deliver boards with bios errors...
