Can't change minimum and maximum processor state.

my minimum and maximum processor state are both set to 100% and for some reason i can't change them they are like stuck to 100% even if i try to restore my settings to default the settings will still remain at 100%
i want to change my minimum processor to 5%. cause my laptop is overheating a lot and sometimes my laptop's screen blacks out while I'm playing games or running 3-D software rendering
it's really starting to get annoying, if anyone has a solution for my problem please help,much appreciate, Thank You

Solution
The simple thing is that Windows removed it's own settings for power management from the GUI list.
BUT it's still there. You can run powercfg with some arguments (don't remember them, just google it) but with that these specific settings should be accesible again. Confirmed only for WIN7 and 8.1.
Might have been completely disabled on WIN 10
