Unfortunately, the only option for internet I have is AT&T dsl. I had my att modem connected to my 16 port switch ( NETGEAR 16-Port Gigabit Ethernet Unmanaged Switch, Desktop (GS316) ) and everything was good until we had a power surge and the modem died.

AT&T suggested I buy a 3rd party modem (Netgear Nighthawk D7000) so I did.

I have set it up and it is working well. However, I cannot get it to work with my switch. I have tried both a normal patch cable as well as a crossover cable and neither work. Nothing is available that is plugged in to the 16 port port switch.

I've tried restarting the modem and switch, restarting the machines on the switch, different cables, etc.

What else can I try?

Solution
if the switch is old your cable should be ethernet standard 568b, don't use crossover, some old swtiches hate that, specially hp switches

try to turn on the modem, then turn on the switch, and then connect both, it might be having problems comunicating and using the ips generated by the router, is common with old switches, so you might need to do this every time you turn it off

is this model?

the ethernet cable comunicating the router and the switch, is it connected to the first ethernet port on both devices?
