Can't connect to default ip address

So there is this modem in our apartment
It's basically for all of us it's free and good. So I want to get into the settings of it because want to port forward some ports that are causing issues
So I have this information:
"UBC-F02"(d8:38:0d:a0:09:d1)

IP address: 172.16.66.xx
Gateway: 172.16.66.1
Netmask: 255.255.254.0
DNS1: 172.16.2.61
DNS2: 172.16.2.62
Server IP: 172.16.30.1


And I don't know what router this is. It looks like ip com w40ap and there's a ip com mark on it and the problem is I enter the default ip address but it doesn't connect so I'm stuck
Help if you know anything

And I've checked the ip com user manual and it says the default ip address is 192.168.0.254 but it doesn't connect also.

Do you understand what double NAT is, not NAT type 2?

Double NAT

ISP--------WAN IP on 1ST Modem/Router LAN IP----------->WAN IP on 2ND Router LAN IP--------HOST/CLIENT

Your traffic has to pass through 2 routers, port forward will not work, I am presuming you are getting the 172.16 address from 2ND Router, the default IP of 192. is for 1ST Router. The WAN IP on the second router is a private address and never sees the internet.
172.16 is a valid private address for your network. How are you trying to connect to the router, ethernet or wireless? Some routers will not allow management over WiFi. If someone has changed the ip scheme they may also have changed the management password. An access point as mentioned above is a Layer 2 device so would have nothing to do with IP.
 
The ip address is actually 172.16.66.65

I've scanned this with wifi analyzer

But the problem is the default gateway seems to be 172.16.66.1(which is not working) but the router is ip com and it's attached to the ceiling like w40ap
But in it's user manual it says the default gateway is 192.168.0.254(which is not working too) I have two default gateways which I can't connect in the browser
 
Nat type is 2 but it isn't enough for me I have to go into the settings of router to mess with port forward or DMZ or upnp to fix it but I can get to the router's setting page with the 2 default gateways I have
