Can't create Bootable USB for Windows 8.1 installation

I had windows 8.1 in a pc which was activated. That means i only need to download windows 8.1 into a USB Drive and boot it in the PC.

What's happening is when i download mediacreationtool.exe from microsoft website and run it, i get this message " The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. "

Please heeeeeeeelp!!
