can you please tell me what to do and whats preventing me from accessing and using a new user account

thank you in advance

ntuser.dat is a vital component of the Windows Registry, I'm surprised you were able to delete it.
You must have deleted it outside of Windows I guess. Very bad.

You will either have to re-install Windows, run Factory Recovery, or restore Windows from a recent backup image, whichever of those three options are at your disposal.

NTUSER.DAT is specific to the user and contains information regarding that account. By deleting it, you remove that information, hence why everything has seemingly reverted to factory settings. As NTUSER.DAT is specific to the user and references the registry, it can't be restored.

NTUSER.DAT is a hidden file and for good reason.

If your PC has a second administrator account then your best bet is to use that to copy any personal files from the affected account and then delete it. You can then recreate the account and copy the files back to their original locations. Failing that, you'll have to rebuild the PC.

Stop creating new threads for the same issue.

You have 5 threads about the same thing and there was already a note in one of them about the same thing you are doing now, creating new threads instead of continuing the topic you started.

You need to re-install Windows, at least run a Repair setup and try that. You can follow things up on the other threads no need to keep creating new ones.
