I can't decide which to get, plus the benifits to either or... do you think y'all could help me? This is mostly a MOBO w/CPU ~ price sort of thing.

Would it better to get this: https://pcpartpicker.com/list/Db8MWX
Or this:

OR! Is there an alternative for a cheap MOBO than the Crosshair that can pair with the 1700x (or 1700?!) and still break the 4.0GHz barrier?

(Zeros represent items that I have already purchased!)

First & Foremost, what are you intending to use the system for? Given you've put this thread in "PC Gaming", I assume that's the priority?

If so, I'd be inclined to steer clear of both the options you've suggested. An R5 1600 (6c/12t) with a solid OC (around 3.9/4GHz) should net you the same performance, for substantially less money.

You're looking at a $650-$700 investment across the CPU and board configs, whereas (IMO) a <$500 config would net you comparable performance.

CPU: AMD - Ryzen 5 1600 3.2GHz 6-Core Processor ($197.88 @ OutletPC)
Motherboard: MSI - X370 GAMING PRO ATX AM4 Motherboard ($131.98 @ Newegg)

The X370 aren't achieving a noticeable OC improvement, but they do appear to be achieving the same as on a B350, with lower voltages in some reports
