Can't delete system file because it's open in another program?

So I downloaded Asus Aura from what seems like the legitimate website (https://www.asus.com/campaign/aura/us/download.html). The program wont run so I deleted it, deleted it from the recycling bin as well...and this small, 15 kb file with random letters and numbers as a file name, just wont go. I'm not sure if this came with the program or I just did not see it before, but is this necessary for the system? Otherwise, how do I get rid of it? This is not my backup drive by the way. The specific file location is D: ...thats it...
 
Solution
Right click the file and check in properties when you installed it.
Boot into safe mode and try to delete the file again, but create a system restore point in case its a vital part of your system.
