cant disable desktop composition per program

If the compatibility option "Disable desktop composition" is checked, doesn't change a thing, after program starts.

If the global setting for it is, it changes? What gives?

I was expecting to see desktop composition become disabled during program init.

UPDATE: Some programs do work, the setting works in Crysis 2. Does not in Fallout 4. Both are selectable.

It only changes how windows draws the desktop, either direct to the screen (off) or to video ram (on) and lets the GPU draw to the screen.

This is false. It changes v-sync options in some programs too, for example. In YouTube videos for example.
I can't tell if you are being smarmy or not. Any legitimate help would be appreciated.
