Question CPU keeps max frequency all time

I'm comming with popular problem.
CPU holds to the highest available frequency and don't want drop even on idle.
To summ up. Recently I realised that my cpu isn't dropping from 2.79~2.75GhZ (I capped it like that in power plan settings long ago coz didn't needed 3.2 nominal one)

Normal behavior was stepping down and up depends of actuall system needs. But now it stays all time high no matter what.
BUT this does not apply to Power Saving plan option.
This one works as intended
Any other (Balanced or Performance plan) are stuck with this problem.

Things I tried:
- Bring default power plan settings (In general power plan settings and in advanced option tab)
- Changing power plans / creating new ones
- Changing minimum cpu state (was always at 0% but tested with 5% in case when system would have problem with this value)
- Update BIOS (there was available update)
- Reset Bios to default settings
- Manufacturer addons (Mobo manufacturer have apps Like System Information Viewer + Speed Fan and Easy Tune app to control settings related to CPU. Done reset to default and uninstall all)
- Run Windows in Save Mode
Done that without access to web option, the same behavior so 3rd apps aren't problem I think

Things you ask:
- Look in process tab, what have most % usage
Nothing, mostly spotify 2% or my java program around 10-20 If I run it.

- Do you have telemetry / windows index task running in background?
No. All are blocked / disabled

- Updated Windows recently?
No. Version 10.0.19045 Compilation 19045

- Tried updating Windows?
No. New environment changes will only disturb. Also I do not need updates. PC works stable so no need to change that.

- What recently changed on system that could cause problems?
Well actually there is something
I saw in Event Viewer that system is spiting tons of ESENT related errors.
455 and 413. I found out that it's a folder permission problem, so I fixed perms. Errors vanished. Beside this I have many other stuff showing there.
Can share logs If it's safe to do.

Beside this, only other thing that changed was GPU
From my old Radeon HD 5550 to RX 570 along with drivers update.
I DDU previous one and installed new.
Done also after DDU of them and installed again but nothing changed.

Any help is appreciated

For the sake of relevance, what BIOS version are you on for your motherboard?

So you're on Windows 10 22H2.

No. New environment changes will only disturb. Also I do not need updates. PC works stable so no need to change that.
You might want to source(borrow, not buy) a spare drive and install the OS anew(after recreating your bootable USB installer for your OS, with all drives except the one you wish to install the OS onto hooked up to your motherboard) and see if the issue persists. If it doesn't then your older OS install is compromised.
 
Manually download the GPU drivers directly from the manufacturer's website.

Reinstall and reconfigure as required.

No third party tools or installers.

Be sure that the source website is truly that of the applicable manufacturer.

Just because the manufacturers's name, the model number, etc. appear in the link/URL does not mean that the website is that of the manufacturer.

Disk drives: capacities, how full?

Use Task Manager, Resource Monitor, and Process Explorer (Microsoft, free) to observe what all is running in the background. There may be some unknown or unexpected process running (reasons and/or source unknown) that is demanding CPU resources.

Objective being to discover what the CPU is doing or trying to do when you expect it to have throttled back.

Yes. On new OS this issue is not happening, already checked.
But It's big pain to migrate everything to new OS.
Also this is not a solution to the problem, but a way around it.

Check BIOS settings. AMD Cool & Quiet has to be enabled.
M.I.T./Advanced CPU Core Settings/AMD Cool & Quiet function.

Power plan in windows - set to Balanced or Power saving.
