Can't do almost anything admin related as administrator in Control Panel

Like the title said. I tried to change firewall settings but when I click on "Turn Windows Firewall on or off" nothing happens. Nothing happens when I click on any other option with the shield except for device manager, event viewer and disk management.

"Nothing happens" seem suspicious that Windows would usually ask for a password or an error message. I suggest a full scan with your antivirus (and what brand is it) and optionally using kaspersky rescue disk for rootkits.

That would indicate you do not have sufficient privileges to make those changes, either your type of account is not an Administrator, or group policy does not allow those changes. Another possibility is your profile is corrupt affecting the same permissions.

I enabled the "Administrator" account and tried to do things in control panel on there and I still can't either, no error message or anything, just nothing happens when I click on them

First off let's go basic and check if things go right.

Head over to User Accounts and Family Protection->User Accounts in Control Panel. There should be Administrator written under your account name. If not, that's a problem.

By the way, is there a message that pops up in each log on telling you something like group policies are corrupted and revokes admin privilleges and putting you to a normal user?

Make sure your account is an owner of System Drive?
Right click the C drive goto Properties/Security/Advanced/Owner tab
Edit list and make yourself an owner without replacing subcontainers.
Should be your account and admin.
Sounds like a corrupt policy entry but..

It says i'm administrator, and i get no message on startup
