Can't download files

Hi guys today i enter my PC and i Want to download a game.Like Steam i can't create the library on F🙁that Is the HDD)and if i downloaded an installer from internet of a game then select the folder on F: It will Say that i don't have permission to do it and an extra thing It will say that The HDD is not writable Can you help please?Thanks

Is the F hard drive new? Try creating a folder on F: and installing then.
Example:

F:/Steam/

I tried It and It says that steam must Be online to update when i have internet and for the hard drive no It isn't new i have It like three months
