[SOLVED] Can't download windows 10 from boot drive

I have recently upgraded my pc with:
MSi B360 Gaming Plus
Team Elite 1X16GB RAM 2400
intel core-i3 9100F

I have tried to boot this up using a boot drive to install windows but it gets stuck at a blue windows logo. I have tried resetting BIOS, re-downloading the drive, unplugging and installing all components again and still just gets stuck. I have moved RAM stick into different slots, only works in 1 slot, the other 3 will not allow the monitor to get a signal. Please help, this has had me stuck for over a week now.

My specs are:
MSi b360 Gaming Plus
intel core-13 9100f quad core/thread
thermaltake LITEPOWER 550wt psu
1TB HDD
500GB SSD
Gigabyte geforce gtx1050ti

Try enabling WHQL support, but keeping Secure Boot disabled.

Windows 10 WHQL Supoprt: UEFI
Secure Boot: Disabled

if i try to run in UEFI i just get a black screen but in Legacy i get stuck on blue windows logo

If you choose UEFI, make sure you you UEFI as your boot device.
