Can't edit certain files: "You don't have permission to save in this location"

I can't save in certain folders, I get the error "You don't have permission to save in this location. Contact the administrator to obtain permission." However, I AM the administrator.... right? This is my personal laptop, and I am the only one that uses it. Why am i getting this error? I've tried changing the properties of the folder, I've even installed IObit Unlocker and although it says it successfully unlocked it, I still get the same error.

You are only human user but there are system users who have folders you don't have permissions to save/change. This is to protect system. System and Trustedinstaller are two users not to be tampered with unless you want windows to stop working properly or at all.

All Windows folders are always locked. It is intentional but shouldn't matter as you should have permissions to change most of the contents anyway
