- entering UEFI settings but my pc wont load to that
-looked

If your bios says to use fast boot,
Windows will bypass the bios and load windows directly from a file it created on the last successful boot.
Once in windows, when you shut down, also hold down the shift key to get a full power off that will let you enter the bios.

If you upgraded simply by adding another 8gb, your ram may not be matched and not working properly.
Run memtest86.
It boots from a usb stick and does not use windows.
You can download the free edition here:
https://www.memtest86.com/download.htm

If you can run a full pass with NO errors, your ram should be ok.

the ram is matched bc when i reset cmos i can change things in bios and if do that the 16gb work just fine but when i restard my pc the bios is gone and so are the changes that i made

and the holding down shift thing did nothing :/

If your ram is not from the same kit, it is not matched.
Ram is sold in kits for a reason.
A motherboard must manage all the ram using the same specs of voltage, cas and speed.
The internal workings are designed for the capacity of the kit.
Ram from the same vendor and part number can be made up of differing manufacturing components over time.
Some motherboards, can be very sensitive to this.

That said, most of the time it does work ok.
To be certain, run memtest86.

Plan B.
I had a dickens of a time getting into the bios so I could select a boot device on a laptop.
I wanted to dual boot a 32 and a 64 bit os.
I had your symptoms, but with a battery, unplugging was really not an option.

In windows settings, there is a convoluted way to fully power down the pc so you can enter the bios when powering on.
I forget the details, but it involves update & security/recovery
I think advanced startup will give you the options.
The shift while entering the shutdown tab was a good trick which worked for me.
