I have had my pc for a while now and when i try enter the bios i get a black screen and i have to restart my pc, any ideas?
specs:
MB: 990fxa-ud3
cpu: amd fx8350
gc: saphire vapour x 7970
ram: corsair vengeance 16gb
cooler: h100i

does not work plus i forgot to mention the the edges are cropped off or its zoomed in on the center of the screen.

It means that the system does access the BIOS, but the resolution is not supported by your monitor/ TV.
If using the HDMI, try a different port (DVI or VGA).

my pc is new and does not have a vga port and my monitor does not suppot dvi so will i have to buy a new monitor or something?

I have the same issue and almost the same setup.

GIGABYTE GA-990FXA-UD3 Rev.4
AMD FX-8350 Black Edition @4Ghz
CORSAIR Hydro Series H100i CPU Cooler
CORSAIR Vengeance 16GB @1866
SAPPHIRE VAPOR-X R9 290
CORSAIR 850W PSU
2 x SSDs / 2 x HDDs / 1 x BD Player

This System VS Last System is that i was using a DVI to HDMI to my TV but now im using a HDMI to HDMI.

Im going to power off and try the DVI cable like my last setup had. Ill update after I try it.

No luck, tried my DVI to HDMI that i used on my last system and still did the same thing.
I see a cursor for a quarter of a second and blackness.

My GPU is the Sapphire Vapor-X R9 290

I have a support ticket in with Gigabyte, Ill update when I hear anything.

I know this is old but, I have a really old monitor that might not support the Bios resolution, I will try another but why would the monitor not having the right resolution make the BIOS not come on
