can't establish connection between my cable modem and my access point (no link led)

Problem: can't establish connection between my cable modem and my access point. No orange link led indicating the connection on the modem, no internet led on my access point either. The power, downstream, upstream and online leds on my modem are all green. Tried with many cables and resetting everything. Tried connecting the modem via usb directly to my PC and it worked, but it doesn't work through ethernet and access point. I suspect my ISP is screwing with me. Thank you for your help

have you tried plugging directly into a PC? That will determine if it's the access point or not.
