Question Cant figure out %100 CPU and %100 Disk

The problem is my CPU and Disk under task manager both run at %100 periodically. Sometimes both are at %100 simultaneously. This started about 2 weeks ago for no reason that I am aware of. While Im playing games like APEX legends the CPU will stay steady at %100 and the game will crash or slow down my PC to a crawl. I used to be able to play this game fine.
SO after trying virtually everything I could find on the internet to try and solve these problems, I decided I wanted to upgrade my old i3 and motherboard and Ram.I bought an Intel Core i5-9600K CPU, a new Gigabyte motherboard and also upgraded to 16gb DDR4 ram. Got eveything installed and booted up and the problem is still there !!!!! Very first game of APEX after new install and it crashes. When Google is running sometimes its using %40 of my CPU. I uninstalled Google and the problem still was the same.
I honestly am at a loss because I dunno not know what to do next and this is very frustrating. Any help would be greatly appreciated.
For reference I have ran a Virus scan which came back fine, disabled windows search and everything else the internet has told me to try and nothing has worked. Thanks for any help/info !!!!!
 
Certainly the above recommendation is the logical start point, as it should solve any OS/update/chipset and/or driver glitches or even a potential bit of malware you may have picked up....; make sure you get all chipset and GPU related driver packages put on a USB flash drive before you get started with the 'nuke and pave'!

Out of curiosity, how does one 'uninstall Google'? Or do you mean Chrome? :)
