[SOLVED] Can't figure out this screen tearing

I usually notice this while watching videos. I added an image as example where you can see the lines in the middle.
As you can see there's some weird tearing happening that I can't figure out. These are screenshots so the monitor isn't the problem. Refresh rate for my monitor should be 60hz and in the nvidia control panel it's set to 60hz... Vsync is on as well. I also have the latest drivers. Using the device manager I've tried disabling either my Nvidia card and my Intel HD graphics to force running on either one of those, but nothing changed there either...

Specs:
GTX 1070
G1.Sniper B5 motherboard
Intel i5-4670 CPU
16gb RAM
700w PSU

I had the same issue a few weeks back. Turns out it was the browser in my case. I needed to disable hardware acceleration. If you do watch the videos from a browser then I suggest you do the same.
I was streaming in this case so yeah. It happens while watching all kinds of videos. Usually the horizontal lines are much more noticeable and the vertical lines only appeared after I zoomed in on the screenshot I took.
