My PC vastly under-performs across all titles and sometimes even just doing browsing and stuff. Drivers are up to date.

GPU: MSI NVIDIA GeForce GTX 970 GAMING 4G
Mobo: MSI Z87-GD65
PSU: Corsair GS700
RAM: 16GB (4x4GB) Corsair Venegance
HDD: Toshiba SSD
For reference, I can't get a NovaBench score over 400, it says I'm around the 4th percentile for PCs with similar parts. I struggle to maintain 60 FPS in CSGO, typically around 60-70 in League of Legends, most single player games have big drops randomly.
Is this a power issue, or are there known problems with any of these parts?
I'm totally lost.
