Can't find "create system image" in Backup and Restore

I'm using Windows 7 on my old laptop and it needs a new hard drive. I want to create a system image so I can restore everything (including programs) once I have the new hard drive. But I can't find "create system image" in the Backup and Restore center. I've been searching the internet for hours for an answer and can't find anything about this problem. It's either hidden or not there any more.
 
Solution
1. Click the Start button.
2. Type "services.msc" and hit Enter.
3. In the Services window, find the Windows Backup service, right-click it, and select Properties.
4. Set the "Startup type" drop-down menu to Automatic and click Apply.
5. Click Start to start the service and click Apply.
6. Click OK.

Open the Backup and Restore applet again and see if the "Create a system image" option appears now.
I’d recommend using Acronis True Image(http://www.acronis.com/en-eu/personal/pc-backup/) for this – create system image and restore to different HDD, exactly what you need.
The Windows Backup version is not that stable, and sometimes does not restore to other drives. But you could still try.
