Can't get AMD FX-8350 past 4.2ghz or 1.34v

Running on a Gigabyte 990-XA-UD3 Rev 1.1 with 16gb 1333 ram with cpu water cooling.

Currently at 4.2ghz (multiplier = 21) manual overclock (not turbo boost) and I have no problems at all but I wanted to overclock to see if I can go up a bit more, but every time I increase the multiplier above 21 and increase the cpu voltage when I boot my processor is showing a max of 3.4ghz in hwmonitor and the cpu won't go above voltage of 1.3v when I set it to 1.4v, and when I go into cpu z it shows the cpu multiplier as 17 (not above 21 like I set it in the bios)

I've tried following guides on line and videos but no matter what I seem to do I still get the same results.

Any thoughts peeps?

https://imgur.com/gallery/Hc9Eo These are the settings that currently work, if I raise the multiplier by 1 to 4.4ghz, It shows as 3.4ghz in hwmonitor, I've also raised the voltage by increments 0.25 all the way to 1.4v and still get exactly the same results, 3.4ghz in hwmonitor with max load of 1.3v, even when set to 1.375-1.4 still shows as 1.3.

Try this setup I get temps at 45C on main cpu and CPUTIN at 65C and it pass with prime and OCCT :)

Update: Disabling cool & quiet let's me overclock perfectly fine which is strange and haven't found anyone else with that issue, obviously I would rather this switched on but is this possible do you think?

I have read that the trick to a pro Overclock is: To disable 'cool and quiet' for the benifit of finding a true max stable OC. Then, to turn it back on and play with Voltage offset until stable with 'C&Q' activated.

As of yet, thats as far down that road as I have gone. Dont know what an 'offset voltage is' tbh. But, its something you might want to read about etc.

Regards the OP. I have an FX 8370 OC to 4.65MHz.

Before attempting the manual OC i viewed HWMonitor and checked out what was going on with the boost auto OC. This gave me a good understanding of what the mobo thought was acceptable. Have you tried activating 'turbo mode' and seeing where it gets to? Then, try mimacing the turbo settings manually?
