Can't get monitor to 4:3 stretch

hello, I just started using a 20 inch vizio flat screen tv as a monitor instead of only using my laptop, please spare me the "tvs arn't ment for gaming", and "laptops suck buy a desktop" comments bc i am going to college and must have a laptop, and i also dont have money to spend on a new monitor. anyways, i like playing cs:go in 4:3 resolution stretched on my laptop. I could just go into my amd settings and change it to scale image to fit. But for some reason when i have my displays extended to my tv, it refuses to stretch, i can only get black bars. im thinking it might be that my laptops native res is 1366x768 and i have my tv in 1080p. but any help would be appreciated.

Amd a8 3520m 1.6ghz
Radeon 6620g integrated graphics
 


I ended up figuring something out, it will only stretch in one res, 1024x768. any other 4x3 will make black bars on top or bottom. im not sure if its my tv cant stretch the other ones, (even though its native is 1080p) or its just a cs thing.

ITs weird bc i get over 100 more fps with stretch than the same res not stretched. i dont understand how this is possible but im not complaining.
