Can't Get New Build Running (No Bios Display)

Hello All,

So I'm pulling my hair out here, trying to get my first build up and running. I've looked through as many threads here as I could and done as much research elsewhere as I can, but I'm just not sure what to make of the situation.

Build

  • ■ CPU: Intel Xeon E5-1620 V3
    ■ MotherBoard: ASRock X99 Extreme 3 (LGA 2011-3)
    ■ RAM: Corsair Vengeance LPX (288-pin DDR4, 2 x 4GB sticks)
    ■ GPU: GigaByte GV-R928WF3OC-3GD Radeon R9 280
    ■ PSU: RaidMax RX-850AE 850W ATX12V v2.3

The Problem
Ultimately I'll power up the system and all I will see is a red light and spinning fans. The CPU fan will run, the GPU fans will spin, but I won't get any display to my monitor, and I won't get any beep code (which is extra frustrating since this is an AMI BIOS and they don't have a "no beep" option listed in their codes).

My Testing So Far
I've completely taken the system apart and started from scratch. I double checked the newbie build guide stickied to similar threads. I've checked that the pins on my CPU socket are good, and that the CPU is set in properly. When I power on my board with just the CPU and heatsink/fan installed I'll get the familiar 3 short beeps letting me know that there is an issue with my RAM.

I'll then install one stick of RAM in a known good slot, (tested beforehand), and then silence - no beeps when powered up. The only other things I have plugged in at this point are the case headers, board speaker, and the CPU fan.

Just to see I installed my GPU and plugged in my monitor. When powered up no beeps, no display.

I just don't know what other tests I can do to tell me what might be the problem. Unfortunately I don't have a voltmeter or another system to test the PSU on, but I don't think that is the problem. I've read my board manual front to back, watched as many videos as I could, so I don't think there could be a 1D10T error. I just don't know what piece of hardware to try and replace, and I was hoping I could avoid it.

Any help would be greatly appreciated, I'm about on the verge of tears right now.
