Question Can't get newly built PC to start

I recently built my first computer but whenever I perform the initial startup, there's no video and the computer will go through a boot loop. I've tried everything on this list:

The beep code I'm getting is 3 long beeps that repeat and according to this:

it means that there isn't any memory. I initially had the vulcan sticks so I thought they weren't compatible so I went out and bought the corsair sticks and tried them but got the same beep code. I've tried them in all the slots in every which way and still get the same beep code no matter what. I've also made sure that they are in their slots properly every time i've done so.

Are fans turning and LEDs flashing when you power the system on? Also, have you tried booting the system using only the integrated GPU, with the GTX 2070 removed?
Yes to everything. Another thing is that it stays on for about a minute before rebooting. Idk if that means anything

DDR4 memory can be tricky for some to install. You have to be certain that the memory is fully inserted into the motherboard slots. Double check that. Otherwise, I would suspect the motherboard is the issue.
Im certain the memory in fully inserted since I've tried that 10+ times. So I guess it must be the motherboard then... sigh

It's not a critical issue but some motherboards are fussy about these things. The motherboard manual says when you're installing 2 RAM sticks for them to operate in proper dual channel mode they should be in slots A2 and B2, that is the second and fourth slots from the CPU.

Are you're DIMMs installed in those two? It might not hurt to check them in the first and third (A1 and B1) to see if the problem is the any one the other two slots.

yes i've tried both the A2+B2 and A1+B2 slots
