Can't get over 30fps (most of the time)

Kinda like the title says, I can't really get smooth gaming performance for most of the games on 1080p.
I see people running, for example Skyrim, on ultra with mods, and get, for the most time steady, 60fps. One of the configurations I saw is "i5 4690k, gtx 780 3 gig, 8 gig 2300mhz ram, std hard drive, windows 7".
My configuration is
Motherboard ASUS b150 PLUS
CPU Intel i5-6400 2,7GHz
Nvidia GTX 960 OC 4GB DDR5 (Gigabyte GV-N960IXOC-4GD)
RAM 32GB Kingston 2133MHz KVR21N15D8/16
SSD 850EVO 1TB (this is where my OS and Steam directory are located)
Windows 10
Full disclosure, prior to installing my SSD, i was using regular HDD. I used Samsungs Data migration to clone the drive, if that has any effect whatsoever...
Now, I do realize that the issue might be my CPU, but before I set out to buy 7700k, I'd like a confirmation of sorts... Thanks in advance

I don't think my CPU ever gets near 100%. I can make sure, but as far as I know, it really doesn't.
UPDATE: Ok, my CPU is mostly around 50% sometimes less, sometimes more(mostly when there are loading screens in skyrim, highest was 75%, when loading the save). I tried Skyrim SE, and in helgen keep there was around 60FPS, but when I exited, it wasnt as smooth. It was around 40-50. So there is increase in unmodded SE, as opposed to original modded game. But still less than I would expect with a configuration like this. I'm not heavy on "it must be 60fps!;" but I'm curious as to why it isn't, since, as mentioned in my first post, people get over 60fps, on modded Skyrim, with configuration that are quite similar to mine.

Also, forgot to mention, my monitor is VGA, it is connected to my graphics cards via DVI-VGA adapter. Not sure that it matters in this case, but just want to be as detailed as possible.
