[SOLVED] Can't get the system to Fresh start?

Hello,

I've been having issues with explorer lately. Taking 30 seconds or so to create a new folder, not seeing directories, leading to crashes, etc.. After trying several different options to repair, I thought I'd try "fresh start" in the windows security. What that does is restart, goes to a blue screen 'wdf violation', restart and nothing happens (can't do fresh start). I held down shift and restart, trying pretty much the same thing, and once again I get the wdf violation. What is happening to my computer and what can I do to repair it? I'm pretty stumped, and days of googling answers hasn't gotten me anywhere.

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

anything on c you want to rescue?
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose command prompt
type notepad and press enter
in notepad, select file>open
Use file explorer to copy any files you need to save to USB or hdd

once you copied everything/anything you want to save, since you trying to...

God, really didn't want to have to do that. I think though, perhaps my fault was I didn't disconnect all the drives when I installed windows in the first place? Maybe? I have no idea.
