Can't install 64 bit OS on 64 bit processor

I have intel core 2 quad q8300 running at 2,5GHz and 32bit windows 8.1 pro. I noticed that the other day when i was going through my specs of my PC and then i tried downloading a legit 64 bit windows from their site. when i got to running it, it said my system does not support this software and that i should turn to developer (microsoft).

I don't know what the problem is and could you help me figure it out?

You must boot from the install media (DVD or USB). You can't start it from within the 32bit OS.

Note that going to 64bit will be a full reinstall. You will have to reinstall ALL your applications.
Save your personal files (docs, etc) elsewhere and offline during the install.

Thank you i managed to do it but i couldn't move in the boot order so i had to go to bios to change it. i put "usb-zip" and "usb-cd rom" as the first devices because "usb-hdd" didn't work. i still don't know which of them is the right one but it worked.
