Can't install any program or game

After I fixed the com surrogate error. I am unable to install any exe. or program or game on my Windows 7 64 bit. Basically yesterday night I installed cc cleaner to hopefully improve on my cdrive keep filling up and reducing for no reason. However, today I can install any program exe. or game. What are some suggested solution? It is getting worse I can't even my system property now it will crash

Tried CFC nothing was wrong. Error checker as well nothing was fixed. Still can't access system properties and can't install any software am I doomed?
