Can't Install Any Programs

In my new PC whenever I try to install something it says "an internal error has occurred" or something along those lines. I was installing stuff just fine before but now it won't work. Any help on what I should do to try and fix this (I'm running windows 7)?

Checkdisk didn't show anything suspicious and I'm 100% sure my copy(copies) is legal. For things like Skype it shows the same error message as say Steam installer.
Build is 5960x, Kraken x61, gtx 980ti, 16gb ddr4 300mhz, ax860i
 


I have a samsung 850 evo (500gb). Windows is a legal copy and I'm the administrator, even if I run as administrator though I still get the error.
 


Ran avast full scan and got no threats, the thing is.... I could install avast just fine but everything else won't work (windows movie maker, steam, origin, lightworks, skype, unreal engine 4, etc.)
