[SOLVED] Can't install from a USB drive

Hey, can someone help me please?

TL;DR can't boot windows from fresh usb, tried everything including win 7, win 10 on x2 usb drives and edited all settings in bios. Just crashes on windows icon pretty much

Every time I try and install windows on either of my x2 USB drives, and plug them into my PC on all USB ports I have possible it just keeps on crashing. I can get into BIOS just fine, and everything looks fine in BIOS. I tried booting the USB, while having fast boot off, enabled CSM etc etc I've tried all BIOS settings people are suggesting online (unless I've just done that part wrong?). It just seems like every time I try to freshly install windows it crashes on the "Republic of Gamers" logo screen with a little buffering circle, then the buffering circle crashes after several seconds and stays like that for hours (I left it over night once... 7-8 hours while I slept) and again there is no change, just a crashed screen.

Just in case specs are needed:
Mobo: Asus ROG Strix ZE90-E
RAM: 32GB Ballistix
CPU: i7 9700K
CPU Cooler: Cooler Master ML240R
PSU: Corsair TX850M
GPU: RTX 2080Ti

EDIT: There's only one problem connection wise, and that's the AIO pump I connected is a 3 pin connection, while my mobo takes 4 pin, however I heard this is fine.

Like above I said I tried CSM enabled, fast boot off, and I did the UEFI of the bootable drive, I've messed with them settings for the last 2 days trying each and every possible BIOS setting (one good thing about this whole situation is I now know each and everything there is to know about this motherboard BIOS, I think.. Silver lining and all), I know I said above unless I've done something wrong but I haven't where those settings are concerned. Unless there are other settings I can play with? I've even tried two windows 10, and just got finished with Windows 7 as another test as I type this and that crashed to. Thanks again btw

PC isn't even getting past the bios screen.

Do the led on motherboard give any clues? Look on page 1-12 of motherboard manual - https://dlcdnets.asus.com/pub/ASUS/.../E14841_ROG_STRIX_Z390-E_GAMING_UM_V2_WEB.pdf


Maybe try another USB drive, could just be unlucky with both?

is this a new PC? has it ever had windows on it?

Tried booting an Ubuntu LIve USB and see if it gets any further - https://ubuntu.com/tutorials/tutorial-create-a-usb-stick-on-windows#1-overview

tried installing with just 8gb of ram installed? might help.

PC isn't even getting past the bios screen.
Buffering cycle is the windows boot screen, ROG probably just modified it like they do with other software.
The question is if it's booting from the main disk or from the USB.

I would try to see if anything is overclocked or even just boosted and put it on the most basic settings to make sure there isn't something incompatible,including memory timings.
