Cant install Windows 10 preview/anniversary updates!

im stuck on version 1511 (10586.713) and cannot update to newer versions of windows for the purpose of getting Forza Horizon 3, ive tried 100's upon 100's of solutions and am reluctant to do a fresh install, after installing 14393 and restarting i get the 0xC1900101 - 0x20017 Installation failed in the SAFE_OS phase with an error during boot operation, ive checked the panther file,

Open a command prompt as an admin
Run command .. net stop wuauserv
Delete all the files found in c:\windows\softwaredistribution\downloads
Delete folder c:\$windows.~bt
Run command .. sfc/scannow .. will take a few minutes
Run command .. chkdsk c:/f .. system will want to restart to do this

If no errors try the update again.

if you tried 100's of solutions, you must really be reluctant to do a fresh install. At some stage, it becomes the easier option as its more reliable than some fixes.

after trying what stig said, slightly different, windows update found the newer versions of windows 10, downloaded them and installed them but did the same thing that it did when installing from the ISO except without an error message, preps for install, restarts, loads windows then restarts again straight into the previous version of windows without a hitch

Where did you get the ISO that you used? Try the media creation tool instead.

I honestly feel that at this point you need to do a clean install of Windows 10 because it appears as if your system is corrupted. If you plan the whole thing out, the entire clean install takes less than 15 minutes plus another hour or so to set it up to your liking.

and several weeks to find all the things you forgot to change. - mostly just settings though

Fresh install faster than trying to work this out,,

You are right Colif. I am a Windows insider and I do a clean install several times a year and there are always little settings and/or little apps and programs that you don't do right away but you find that you need a week or two later. But still weighing all of the options, SOMETIMES a clean install is the route to take, and I think that this situation is a prime candidate for the new, fresh install.

I did one last February and thought about doing one a few days ago, just cause its almost a year and i have free time... but PC is working fine right now so I don't see the point.

I normally only do it if I have a problem, though the last time I did, the problem ended up being my speakers and not windows at all. So in reality, win 10 has yet to fail to point i have to reinstall cause its not working. My install isn't perfect, i have a broken user but as I can use another user, that isn't enough to make me reinstall yet.

yayyy i had similiar problems for months.... and now.... drumroll..... finally i found a solution !

it seems like windows really dosnt want to do the updates if the following services are disabled... (maybe from some privacy tweakin tools or advice?)

first i need to thank windowsreport.com , thats where i found the solution....

here i copy the list of services:

Follow the instructions below to apply this workaround and hopefully resolve the issue at hand:

In the Search Windows bar, type services.msc and open Services.
Confirm that the following services on the list are set to run Automatic:

TCP/IP NetBIOS Helper
IKE and AuthIP IPsec Keying Modules
Server
Workstation
Automatic Updates OR Windows Update
Background Intelligent Transfer Service

Right-click on the each of these services and open Properties.
Make sure that they are set to Automatic.

AFTER THAT:

download the MEDIA CREATION TOOL

when asked set it to keep apps and data...

then let it run...

after a while you will be back on a working windows with all recent updates installed !
