Question Can't install windows 10

Every time I try to boot off the usb to download windows 10, it will restart after trying to load it or after loading it will show a blue blank screen and then restart. I changed the motherboard and the ram. Could it be the cpu problem?

What’s the full pc spec? If you can get into the BIOS try updating to the latest BIOS.

I booted it like this without the graphic card.
