Can't make CS:GO run stretched 16:9

I have a 21:9 ultra wide monitor, and can't figure out how to stretch the 4:3 resolution only to fit that of 16:9 monitor which would then leave black bars.

Long explanation is that I have an ultra wide monitor that I am able to play 16:9 (1920x1080) with black bars on each side. I am also able to play 4:3 with black bars on the side. I want to keep the black bars on that the 16:9 has, but stretch the 4:3 screen size to only the constraints of the 16:9 ratio.
 


I have watched all these videos, but they are all based on the fact that the people generally already have a 16:9 monitor. When I do this it stretches all the way across my ultra wide monitor when i only want it to stretch into the constraints of 16:9.

In this photo these are all of the aspect ratios that I am dealing with. As you can see the 4:3 and 16:9 have black space on the sides and the 21:9 (Native aspect ratio of my monitor) has no black bars. My problem is that when I stretch it using every configuration I have seen from the internet it still stretches it to 21:9 rather than 16:9.
