Can't make WIN98SE work on ASUS A7A266

I'm trying to configure the ASUS A7A266 mainboard with the ASUS V7700 pure video AGP card-- with 512 Mb DDR memory and a 30Gb HDD and an HP 9900ci CD/CDRW/DVD. The processor is the AMD Athlon 1333/256 and we installed up to BIOS update 1006. Multimedia is the SoundBlaster X-Gamer 5.1 (mainboard audio disabled in BIOS). Although Windows 2000 Pro went in with no difficulties, I had to downgrade to Windows 98SE to allow me to run my games (add-ons to Microsoft Flight Simulator 2000). After doing the install of Windows 98SE (fresh install on newly formatted hard drive), I installed the chipset drivers from the CD that came with the mainboard and subsequently found that I could not execute anything beyond Windows programs and accessories. I could not launch any CD-ROM, although I could browse their contents. I would get an error saying that I needed to see a systems administrator because that kind of activity (executing a setup program on a CD) was restricted. I also would get GPF errors at other times when simply trying to execute a program. I'm getting frustrated with 98SE and am in the midst of an WinME install which I would rather not do. Does anyone have advice on making 98SE work on my system? Thank you!
