Can't open game after playing

Hey
I have a problem
I can't open a game after done playing another game?
For example i was playing bf4 then i quit and play csgo but it wont open it shows that im playing csgo on steam and in the task manager its running but it stuck with no cpu usage
I need to restart my pc to play different games everytime
Same thing with every game i have

How long have you had this problem? can you remember if you did anything before it started? Did you install a game, or update something?

A few months now
I don't exactly remember what i did but when this happens i updated the windows
It was from 1709 to 1803 build
Because i thought its the windows but it is not
