Question Can't open .HEIC files on Windows10

I cannot open photos in .HEIC format (taken with an Oppo Android smartphone) with Windows Photos (on Windows 10 pro 21H2) despite having installed the necessary codecs ("HEIF Image Extensions" and "HEVC Video Extensions") neither with Photoshop or Lightroom Classis (version 11.0.1 and camera raw version 14.0).

I also tried "HEIC image viewer" downloaded from Microsoft Store but this is what I see (and it's the same with Photoshop and Lightroom):

I also tried third-party software like " Acdsee" but the result is the same:

And also this " faststone.org" that gives me this error:

But I don't understand why, because I have installed those codecs.

I also tried uninstalling and reinstalling "HEVC video extensions" while the other, "HEIF image extensions", I don't know why but it doesn't let me uninstall it.
However, nothing has changed, even after a restart of the pc.

The only way seems to convert the .HEIC photo in .jpg but doing this I will lost the 10 bit color and it isn't a lossless convertion.

I don't know why it doesn't work and I don't know what to do...

Any advice or solution?

but the image look ok if you did that?

test it on different pc?
