can't open internet explorer

so i just installed my hdd windows 8 but then when i want to install chrome my internet explorer doesn't open. it dont have warnings nor any error statements it just wont open and when i go to the task manager it wont even process. so what will i do in this situation? i cant afford to reinstall the os anymore cause of some issues. tia

If you don't want to use Internet explorer and only want to use chrome. You can download it in your phone or in your friends computer and install it offline through pendrive in your PC.
