Can't open local security policy

Hello,
i have a problem when wanted to open local security policy. It said "MMC cannot open the file C:\WINDOWS\system32\secpol.msc
This may be because the file does not exist, is not an MMC console, or was created by a later version of MMC. This may also be because you do not have sufficient access rights to the file."
Can you let me know why this happen?
I search the file secpol.msc, it still there.

Sign-on as an administrator. Then you can access and change the policies and user settings.
