Question Can't open Start Menu or "This PC" ?

Hello community, its me again.

I have this annoying problem with Windwos 10, 1909 version (I have not installed 20H2 cuz i don't want to) where I can't open Start menu, This PC nor can I use Right-Click on desktop and etc.

I've done the SFC /scannow command in Powershell and nothing strange appeared. Windows was reinstalled a couple of weeks ago, and this started appearing a few days after. It was happening before the reinstall though.

I am temporarily fixing this issue with restarting Windows Exporer through Task Manager, but im sick of doing this almost every single day. Do you know what might be causing this issue or how to prevent it because it's really annoying.

Nothing at all man, migh have installed 1 game maybe, can't quite remember. But definitely not a program.

Red Dead Redemption 2 and Grand theft Auto V from Rockstar game launcher. All the programs i've installed are from authorised sources. :/
