Can't overwrite pagefile.sys

Long story short I increased the size of my page file to help with performance for a certain emulator. Later I realized it really wasn't that necessary and decided to put the page file back to where it was previously. The thing is, no matter what I try it will not reset. I've changing it in every way imaginable through the utility to no avail. The utility will say its gone or say it has allocated whatever space I set it to but windows is still using above what I set it to and the emulator still uses way above that. I've even tried editing it through the registry with no luck. And before you ask, I do not have a restore point from before the change and I suppose I should of thought ahead and made one.

Try deleting pagefile.sys using some linux live usb by booting system through it or use unlocker to try to delete pagefile after setting the size of pagefile using windows own option.On next reboot it should recreate it with the size specified.Just for confirmation,any changes to pagefile can only take place during booting & not when windows is running.

Yes I have been rebooting after each attempt to change it. I'll take your suggestions and hopefully that will work out for me.
