Can't play games at 60 fps

I can run games at 60 fps but it displays only 30 on the screen,and i can play youtube videos at 60fps - and when i record with shadowplay all videos are in 60fps but when im playing the game it just isnt the same as the videos...
i know my gpu cant run high end games at 60 fps but i want to atleast play cs go at 60fps

i5 4670
gtx750ti
8 gb ram
Monitor is LG flatron w2246
 


I am playing Counter Strike Global Offensive,i have enabled a benchmark that shows the fps all the time in the lower right corner,it is constantly above 100 fps,and when i watch a video of the same game in 60 fps (youtube's 60fps option) it is much smoother than my actual gameplay,so i guessed that my screen displays 30 instead of the fps that i get in the game
 
Right click desktop > Nvidia Control Panel > Under 'Display' Select Change Resolution.

Here you can select the refresh rate of your connected displays, you just want to ensure that 60hz is selected (if your monitor goes above, use that)

 


it is already at 60hz,my connector is VGA if that matters ,its not the HDMI cable because the monitor doesnt support hdmi
 


i still dont know how my recordings are in 60fps ,when i play a game its displayed at 30 fps but when i press alt+f10 (captures the last few minutes via Shadowplay) it saves a video of me playing at 60 fps and it is much smoother than my actual gameplay,i have been trying to make this work for some time now but now im out of options so i tried posting here,maybe someone had the same problem and fixed it somehow
 
don't know...maybe the shadoplay is the problem? there were reports of performance issues with geforce experience activated. try to turn Gforce exp off and play again. use Msi afterburner to report FPS and GPU usage.
 
vsynch is always disabled so i tried turning it on,didnt do anything so i turned it back off,i did turn off the geforce experience and still the fps count goes well above 60,but all i see is 30
I dont know how to explain it... play a youtube video at 720p60 then turn it down to 720p and notice the difference in framerate change,my pc should be able to display games like the 720p60 video but i dont know how to make that happen
 


there is no max fps option ,all the other games got well above 100 fps (bf4 for example gets 130) and i still cant play it at 60 fps,i selected 1280x720 resolution at 75hz and still its the same thing...my friend has gtx 970 and i have noticed how smooth his gameplay looks because he plays at 60fps ,my only option left is to get another monitor and 2x HDMI connection and there is no way im gonna do that,dsub to vga might be the problem here
