Can't play games at 60 fps

i posted this in display section and they told me to look for help here:
I can run games at 60 fps but it displays only 30 on the screen,and i can play youtube videos at 60fps - and when i record with shadowplay all videos are in 60fps but when im playing the game it just isnt the same as the videos...
i know my gpu cant run high end games at 60 fps but i want to atleast play cs go at 60fps

i5 4670
gtx750ti
8 gb ram
Monitor is LG flatron w2246

How do you know that the game is running at 30fps? are you using an fps overlay? if v-sync is turned on for your game turn it off and see if you end up getting more fps. if so and the fps is under 60fps then it's the v-sync locking it down into 30fps. and if that's the case try dialing back your graphic settings in the major areas like shadows and anistropic filtering/anti aliasing. and see if your fps will get enough boost to go up to 60fps. or you can just go without vsync and get some screen tearing (again, only if it turns out that the vsync is the cause.) report back with your findings when you test this out and let me know what is going on.
 


i accidentally picked this as solutoin,i dont know how to un-solution it,vsynch is not turned on
 


you can enable a fps counter or something like that,fps is constantly above 60 fps (~150),i cant lower my settings less,on bf4 i also get high framerates and i tried going down to 1280x720 resolution all low details and 75hz display and still nothing changes and i get 179 fps
 
Oh right.

Go into the advanced options and make sure enable console is ticked.
Press the tab, or tild key to bring up the console.

For ping, lag and net speed.

Type: Net_graph 3 and press enter.

The modes are 1,2,3 depending on how much information you want.

On screen frame rate while in game.

cl_showfps 1 (zero to disable via console.)

thank you very much for that quick little guide,but still no help,the fps counter stays the same,and i dont really base myself on cs go,i have never played any game at 60 fps ,but i know for sure that i can run cs go at 60 fps thats why i took it as an example...
i guess i need a new monitor ,this dsub to vga converter and vga cable could be the problem here and could be stopping the data flow or something like that(its what they told me at a local pc shop but i think they just wanna sell their new monitors).

i have been trying to make this work since youtube enabled the 60 fps option,before that i didnt know what 60 fps was.
The only thing i have not tried is to use another monitor with hdmi plugs,on the box of my gpu it says 2x hdmi 4k @60hz so i guess thats the only thing left to try...
my friend has a weaker pc and still his gameplay looks smoother and he gets around 50-60 fps on games where i get 200 ,and only the monitor is better than mine in his whole setup.
thats the only thing left to try ,thank you for all your help and solutions,keep them coming if you have some more cause im not buying a new monitor just to test if it works at 60 fps
