Can't reset BIOS after OC black screen

System:
Cpu: Ryzen 3 1200
Cooler: stock
Mobo: B350M PRO-VDH
Ram: ballistix sport 4gbx2 2400mhz
Psu: cx550

Problem:
Black screen after boot, resetting BIOS manualy doesn't work. Ez debug leds: "cpu" light on.

Reason: Failed cpu overclock
Info:
3.100 mhz > 3.800 mhz
~1.1 V > 1.3 V
Everything else - Auto

Turning on PC:
Press power button > psu/gpu/cpu fans spinning; mobo lights on > ez debug leds: cpu light flashes > 5 sec working > ez debug leds: cpu light flashes > pc turns off.
The proccess written above is done one more time automatically.
Third time pc does the proccess once again but doesn't turn off and stays on (until I turn it off manualy).
Monitor never shows anything but is working. Mouse and keyboard are working aswell. I CANT TURN OFF THE PC through case power button when pc's running even though power button's cable is connected.

Fixing attempts:
1.Turned off psu (first pressed button then pulled out cable) > held power button for 20 sec > removed 3V battery for 3 mins > put battery back in > turned on psu > turned on pc > Nothing changed.
2. Turned off psu (first pressed button then pulled out cable) > held power button for 20 sec > pressed paperclip to JBAT1 for 20 sec > turned on psu > turned on pc > Nothing changed.

Try physically unplugging the power cord from the PSU, then remove the battery and see if that works. I wonder if by leaving it plugged in it's still providing just a small hint of enough power to not reset the BIOS.

If you talked about psu cable, I already tried disconnecting it when reseting bios. If you talked about psu motherboard power cord, I tried to reset bios with it disconnected - didn't work.
