Cant reset/format windows 10! Constant start loop

My computer was stuck in a constant loop of starting up. Black screen with white circles couldn't get to my desktop (windows 10) i finally had no choice but to reset it and lose all my files. I went with the first option to keep some files and it worked to a certain degree.every time i opened up internet explorer it would just force close and i realized that my network adaper had no folders in it. Couldnt access the internet as well as my display drivers were gone. So i reinstalled my drivers via cd that camr with the motherboard. All was well but again, no network adapters were found. So i said screw it ill lose everything and reformat windows. Tried resetting everything and after waiting it said that windows failed to reset ni changes were made. So now i cant even reformat my hard drive/windows and do a fresh install. At this point idc about any files being lost i just want to use my computer again. Am i missing something? I need help asap!! Also on device manager my network drivers seem to be installed but nothing comes up for networks when i have an ethernet cable plugged in
 


I did it directly through the utilities option i believe in the settings of windows 10. If theres a way i can put the windows 10 installation on a thumb drive and do it that way though that can be an option. But ill probably need a new key. Is it true that you can run windows 10 without a key and it just leaves a watermark on your screen. Id rather do that then purchase a new key from kingwin or something
