Cant select high performance power settting

No matter what I do windows wont let me select the power settings I want. Windows is up to date.

Sounds like one of your start up programs might be overwriting your settings.

Try doing a clean boot and see if same thing happens after you change the power settings - read instructions and make sure NOT to disable any Microsoft services or PC won't start right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if that fixes it, over a number of restarts, slowly add services or programs you had disabled to find culprit.

is user set up as an admin?

See if this helps
I suggest you to reset the Power settings and then try again to check for the results. Follow below.

1. Search cortana for Command prompt

2. Choose Desktop App choice and right click, choose run as Admin

3. In the command prompt, type powercfg –restoredefaultschemes and press Enter.

4. Exit command prompt.

Please start fresh with configuring the power mode options after implementing the above recommendation, and check if the issue continues to persist.
